The clock in the titlebar/GigaBar/StarBar cannot be "skinned". The colors can be changed and perhaps the font but that's it (and that's via changes to the registry of CE). Unless a theme installs new fonts and specifies changes to certain CE registry settings, you will not see a change in the clock.
